But are the <b>platforms and portals<\/b> collecting all that, the real starting point of our work? And how can we make sure that a particular technology which proved successful for a project whose execution we admire, would actually fit the ecosystem we\u2019re working with?<\/p>\n<p>Sounds like our <b>starting point <\/b>before kicking off any project should actually be much more lo-fi and hands-on: an <b>offline analysis combining our learnings<\/b> from the most remarkable case studies <b>with a well-tailored and flexible understanding<\/b> of the context we\u2019re working with.<\/p>\n<p>The interest in exploring a possible answer to this need got <a href=\"https:\/\/twitter.com\/jbricetetka\">Jean Brice Tetka<\/a> (<a href=\"http:\/\/www.transparency.org\/\">Transparency International<\/a>), <a href=\"https:\/\/twitter.com\/jaybhalla\">Jay Bhalla<\/a> (<a href=\"http:\/\/openinstitute.com\/\">Open Institute<\/a>) and me together in a breakout session during the recent <a href=\"http:\/\/tech.transparency-initiative.org\/follow-the-money-beatrice-martini-on-financial-transparency-and-technology\/\">Follow The Money workshop<\/a>.<\/p>\n<p><!--more--><\/p>\n<p>After an initial brainstorming in which we thought about project design templates and checklists we knew, which could have been an effective support to plan a financial transparency project, we had the feeling that nothing really matched the characteristics of what we were looking for: <b>something which could be both a shareable template<\/b> that can cater to a variety of practitioners\u2019 needs, and a<b> flexible tool<\/b> which can adapt to fit any context we might be working with.<\/p>\n<div id=\"toc_container\" class=\"toc_wrap_left toc_transparent no_bullets\"><ul class=\"toc_list\"><li><a href=\"#Helpful_templates_and_flexible_tools\">Helpful templates and flexible tools<\/a><\/li><li><a href=\"#A_role-playing_game_to_build_your_financial_transparency_strategy_why_and_how\">A role-playing game to build your financial transparency strategy: why and how?<\/a><\/li><li><a href=\"#Starting_to_design_the_game\">Starting to design the game<\/a><\/li><li><a href=\"#What_do_you_think\">What do you think?<\/a><\/li><\/ul><\/div>\n<h2><span id=\"Helpful_templates_and_flexible_tools\">Helpful templates and flexible tools<\/span><\/h2>\n<p>We wanted it to be <b>shareable and based on a fixed template<\/b>, because our wish was to have a simple tool which anyone involved in the Follow The Money network could use and benefit from in her\/his work.<\/p>\n<p>And it also needed to be <b>flexible<\/b>, because following the money in a specific social, economical and political context, while at the same time considering the influence of a variety of external and internal actors, is a challenge surely presenting itself differently in any single project \u2013 so our tool needed to be responsive to any possible scenario.<\/p>\n<p><b>Role-playing gaming<\/b> (!) is what came to our mind as a possible method to design what we needed, and agreed to dedicate our hour together to figure out how we could actually build such a tool.<\/p>\n<h2><span id=\"A_role-playing_game_to_build_your_financial_transparency_strategy_why_and_how\">A role-playing game to build your financial transparency strategy: why and how?<\/span><\/h2>\n<p>First of all: what do we mean by role-playing game? A role-playing game, in <a href=\"http:\/\/en.wikipedia.org\/wiki\/Role-playing_game\">Wikipedia\u2019s words<\/a>, can be defined as \u201ca game in which players <b>assume the roles of characters in a fictional setting<\/b>. Players <b>take responsibility for acting out these roles<\/b> within a narrative, either through literal acting or through a process of <b>structured decision-making or character development<\/b>. Actions taken within many games succeed or fail according to a formal <b>system of rules and guidelines<\/b>.\u201d<\/p>\n<p>What we imagined was to create a <b>gaming framework consisting of a few core elements and steps<\/b> to go through. The framework (the<b> template<\/b> which any practitioner could adopt in her\/ his work) would help to create a fictional environment resembling the context we\u2019re working with, populated by the actors participating in its financial system (a governor, a data analyst, a banker, a citizen, etc.), interacting with each other. They are:<\/p>\n<ul>\n<li>Ecosystem<\/li>\n<li>Actors<\/li>\n<li>Rules of the ecosystem<\/li>\n<li>Goals<\/li>\n<li>Challenges that are stopping us from reaching our goals<strong><strong>\u00a0<\/strong><\/strong><\/li>\n<\/ul>\n<p>Having clear knowledge of how each of them works in our context of choice and playing a game based on them (assuming the roles of the actors involved and taking responsibility for acting out these roles following the rules given by the context) is what we think would constitute a <b>useful, shareable and flexible tool<\/b> to help anyone <b>design their project plan and workflow<\/b>.<\/p>\n<h2><span id=\"What_do_you_think\">What do you think?<\/span><\/h2>\n<p>Now we\u2019d love to keep working on it.
