While this specific paradigm has been the dominant position of power, others have been hegemonized by it, their cultures and experiences dismissed and excluded.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/player.vimeo.com\/video\/114353901?portrait=0\" width=\"640\" height=\"428\" frameborder=\"0\" allow=\"autoplay; fullscreen\" allowfullscreen><\/iframe><br \/>\n<small><em><a href=\"https:\/\/vimeo.com\/168357831\">AFRO CYBER RESISTANCE<\/a><\/em> \u2013 Tabita Rezaire. <\/small><!--more--><small>&#8220;Although decolonial movements have been around since the beginning of the colonial era, I feel like there are new energies and strategies of active dissidence because our generation is not buying the post-colonial dream. We don\u2019t want to be complicit. The current resistance is intersectional, inclusive of all marginalised and oppressed identities.&#8221; (<a href=\"http:\/\/trueafrica.co\/article\/tabita-rezaire-the-artist-taking-on-the-internet\/\">source<\/a>)<\/small><\/p>\n<p>This unequal relationship has been a key aspect of colonialism, the practice of a power extending control over weaker beings or spaces.<\/p>\n<p>Colonialism is a term most often used to refer to the occupation of territories and exploitation of the indigenous communities residing there. However, it can also be applied in contexts which do not necessarily relate to the exertion of rights over geographical borders, but still present the acquisition of control over a community, its economical exploitation and the erasure of its identity.<\/p>\n<p>One example of this kind of \u2018borderless colonial\u2019 phenomenon comes from digital technology.<\/p>\n<p>While many technical innovations are asserted as universally positive and beneficial to communities worldwide, beyond borders and across cultures, a closer analysis of who holds the power, who has agency, and whose interests are promoted, can often reveal a very different picture.<\/p>\n<p>Questioning how and for whom tools and services are created, and with which rights and restrictions they are made accessible, shows how closely and frequently technology can reproduce colonialist paradigms, also <a href=\"https:\/\/www.derechosdigitales.org\/9678\/free-basics-and-the-internets-political-battles\/\">exacerbating its consequences<\/a> through the large and fast scale of the mechanism which spreads it.<\/p>\n<p>Going beyond the predominant narrative of power provided by the same actors who have been holding it for a century-long time can provide a great tool to resist and stand up against systemic injustice.<\/p>\n<p>This piece wishes to invite technology users and makers to take a closer look at the work done to date to challenge these paradigms. This strikingly channels a colonialist exercise of control, establishing who gets to use a tool or service, and to which extent.<\/p>\n<p>For example:<\/p>\n<ul>\n<li><a href=\"http:\/\/www.mckinsey.com\/industries\/high-tech\/our-insights\/offline-and-falling-behind-barriers-to-internet-adoption\">More than 60 percent<\/a> of the world\u2019s population remains offline.<\/li>\n<li>Internet access keeps being noticeably <a href=\"http:\/\/www.pewglobal.org\/2016\/02\/22\/internet-access-growing-worldwide-but-remains-higher-in-advanced-economies\/\">higher in advanced economies<\/a>.<\/li>\n<li><a href=\"http:\/\/fusion.net\/story\/270135\/the-english-speaking-web-creates-digital-ghettos\/\">Speaking English<\/a> is a significant factor determining whether someone makes use of the web.<\/li>\n<\/ul>\n<p>And if barriers created by infrastructure, economy, and language were not enough:<\/p>\n<ul>\n<li>Technology is still <a href=\"https:\/\/www.theguardian.com\/technology\/2015\/jun\/29\/disabled-people-internet-extra-costs-commission-scope\">far from accessible<\/a> to users who don\u2019t have full physical and mental abilities.<\/li>\n<li>Systemic <a href=\"http:\/\/www.genderit.org\/apr-igf-access\">gender<\/a> and <a href=\"https:\/\/motherboard.vice.com\/en_us\/article\/systemic-racial-discrimination-worsens-the-us-digital-divide-study-says\">racial discrimination<\/a> worsen the digital divide worldwide.<\/li>\n<\/ul>\n<p>As Anjuan Simmons says in <a href=\"https:\/\/modelviewculture.com\/pieces\/technology-colonialism\">Technology colonialism<\/a>:<\/p>\n<p>\u201cColonialism is now seen by many as a discredited form of rule, but technology companies today are increasingly colonial in their actions. The leading mobile network created a monopoly, and it reflects so much of the autocracy still present in Kenya.&#8221; (<a href=\"http:\/\/www.walkerart.org\/magazine\/2015\/equity-representation-future-digital-art\">source<\/a>)<br \/>\n<\/small><\/p>\n<h3>How to look into it?<\/h3>\n<p>A growing number of researchers, scholars, artists and advocates has been looking into how a colonialist approach sits at the core of how a great deal of \u00a0digital technology is developed, distributed, and capitalized. This has progressively contributed to form a new lens through which to analyse the subject matter, which can be referred to as the concept of decolonizing technology.<\/p>\n<p>Broadly speaking, decolonization is the acquisition of independence from \u00a0a colonial system. Through a process of self-determination, those who had been colonized reach liberation from their colonizer.<\/p>\n<p>Applying the concept of decolonization to the modern landscape of technology infrastructure and networks has tremendous potential to strengthen our understanding of how power works, and ideally how to respond to its wrongdoings. At the same time, it also raises numerous questions.<\/p>\n<p>For example:<\/p>\n<ul>\n<li>What does it mean to think about digital technology as a tool to resist and fight against colonial inequality and erasure?<\/li>\n<li>How do the tensions between colonization, migration and diaspora emerge in how technology is developed and accessed?<\/li>\n<li>How can we \u00a0envision decolonized technologies at the local, transnational and global level?<\/li>\n<li>What does it look like to challenge present colonial legacies and imagine decolonial futures?<\/li>\n<\/ul>\n<p>As so many questions are far from having an answer, there are plenty of aspects of this concept to be researched, documented, and discussed across borders, infrastructures and policies, and taking into account the experiences of a literally global net of stakeholders.<\/p>\n<p>However, the complexity of the subject matter shouldn\u2019t keep anyone from learning about it.
